The swollen vulva and distended udder are signs of impending parturition. The slight sticky mucous vaginal discharge comes from the dissolution of the cervical seal / plug.

The presence of yellow meconium staining on the legs and forehead indicates intrauterine defecation likely due to hypoxia. Stage 2 of parturition. The kid is in elbow lock, and traction should be applied to one limb at a time to relieve the dystocia.
